On 28 February 2026, the United States, in collusion with Israel, carried out an unprovoked and premeditated act of aggression against the Islamic Republic of Iran for the second time in recent months. The attacks deliberately targeted densely populated civilian areas in multiple major cities where millions of people reside. As a result of these brutal armed attacks, hundreds of civilians have been killed, and many more have been injured. The ongoing aggression and deliberate targeting of civilian infrastructure by the United States and Israeli regimes constitute serious violations of international law.
The attacks reportedly struck civilian sites, including schools, hospitals, residential buildings, and media facilities. In particular, it is alleged that an elementary school in Minab and a sports club in Lamerd were targeted, resulting in numerous deaths and injuries. Reports also indicate damage to facilities belonging to the Iranian Red Crescent, several hospitals, and a national television broadcasting station.
Additionally, Iran’s nuclear facility in Natanz, which operates under the safeguards of the International Atomic Energy Agency (IAEA), was targeted. These actions raise serious concerns regarding potential risks to civilian populations and the environment.
A targeted attack in Tehran reportedly resulted in the death of Iran’s Supreme Leader, Ayatollah Ali Khamenei, along with members of his family. Iran characterizes this act as a grave violation of international norms and the principles governing the protection of state leadership.
The Islamic Republic of Iran considers these actions clear violations of international law, including the Charter of the United Nations, particularly the prohibition on the use of force against the sovereignty and territorial integrity of states. Targeting civilians and civilian infrastructure constitutes serious breaches of international humanitarian law and international human rights law.
Iran calls upon the international community, including the United Nations and the IAEA, to condemn these attacks and take appropriate measures to ensure accountability and protect international peace and security. All states have an obligation not to assist or support acts that violate international law and should refrain from providing political or material support that could contribute to such actions.
The United Nations, particularly the Security Council, bears a responsibility to address these developments and uphold the principles of the UN Charter. Iran calls for decisive international action to prevent further escalation and to ensure respect for international legal norms.
The Islamic Republic of Iran reiterates that it has not initiated any war and that these events represent acts of aggression against the country. Any measures undertaken by Iran will be in accordance with its inherent right to self-defense under Article 51 of the UN Charter and fully compliant with international law.
Iran further underscores its commitment to international humanitarian law, emphasizing that its defensive actions are directed solely at legitimate military targets related to the aggressors and not at the sovereignty or territorial integrity of neighboring countries.
The Islamic Republic of Iran reaffirms its respect for the principles of good neighborliness and regional stability. Those responsible for acts of aggression and the resulting loss of life must ultimately be held accountable under international law.
